Site Selection, Entitlements, Land Development 

Bridgeview, Twin Falls ID 3.6 - acre 95K S.F. Commercial Mixed-Use development on the Snake River Canyon Rim. Land & building development, relocation of municipal sanitary lift-station, structural tiebacks and retention system to maintain an existing parking lot, building on challenging basalt rock. Worked with the Idaho Department of Transportation to release easements that would have prohibited development, received a zoning variance to increase the buildings heights and special use permits to allow a hotel at the location. The building structure is a combination of structural steel and cast-in-place concrete with over 70% glass to capture the views of the beautiful Snake River and canyon.

ShopKo, Twin Falls ID 8.41-acre site with a 95K SF “big box” retail structure pre-acquisition due diligence, negotiated revisions to C, C & Rs and removal of encumbrances on the initial Title Report, reviewing entitlement risks and underwriting the acquisition to ensure a Zoning Development Agreement (“ZDA”) with the city is solidified, for a future mixed-use development.  

Canyon Springs, Twin Falls County ID 37 – acre pre-acquisition due diligence and entitlements for a proposed Glamping site with structural pods.

5550 Boulder Hwy., Las Vegas NV Pre-Acquisition due diligence; 59,158 SF retail structure (tenant Albertsons grocery store) with surface parking encompassing 4.93-acres.

Baylands Development, So. San Francisco CA 684-acre brownfield redevelopment entitlements, CEQA and acquisition of 1200 ac/ft annually of water rights from the San Francisco PUC. Worked with the CARWQCB, DTSC and the Army Corps of Engineers to remediate and develop on this prior San Francisco Landfill and Union Pacific Railroad’s Maintenance Yard, equating to high VOCs and Methane. We received the only unanimous city council approval for the site, unattained by any previous principal of the firm within 30 years. Built relationships with city planning, city council and the City Manager to repair lackluster efforts by the previous overseas principals of one of the largest brownfield sites in the U.S.

Sierra Point, So. San Francisco CA 6.3-acre procurement of entitlements, coordination of an Environmental Impact Report required by CEQA due to the property’s close proximity to San Francisco Bay and the San Bruno Mountains. The proposed development included a 700-room hotel and a 500,000 SF Bio/Life Science building. Also, we negotiated for water rights of 700 ac/ft with the Bay Area Water Supply & Conservation Agency (“BAWSCA”).

Vista Canyon, Valencia CA 60,000 sf cast-in-place mixed-use office/retail (Gensler Design) completed entitlements and managed the design, engineering, DRC (Design Review Committee) process, site improvements and building construction.

Parking Structure, Valencia CA initiated the budget and was instrumental in receiving funding from U.S. EB5 Investor Program, managed the design & engineering, coordinated City Planning approval of the design and initiated and coordinated the RFP process for the 5 level 615 Space long span post-tension structure.

Multi-Family, Valencia CA provided the proforma and construction budget underwriting for the “wrap” bridging the units to the Vista Canyon Parking Structure. Managed the design & engineering (site & building), the DRC process and City and County approvals navigating at that time, the recent code changes by the County of Los Angeles for “wrap” type structures to mitigate costs for the Parking Structure and the Multi-family units.

Water Recycling Treatment Plant, Santa Clarita CA 400,000 gal/day scalping plant; attained entitlements and permit approvals from the Regional Water Quality Control Board (“RWQCB”), L.A. County Sanitation Districts (“LACSD”), the city and the regional water purveyor. Initiated the budget, managed the engineering, architectural design, and site improvements & building construction. 

800’ Four Lane Vehicle Bridge, Valencia CA Managed the Design RFP process, the engineering and above deck design element.

Industrial Development

Bobrick Washroom Equipment, Los Angeles CA 115,000 sf Headquarters and Manufacturing with adjoining 4 level parking structure. Initiated the proforma for a new market tax incentive, managed the design & Engineering and site improvements and building construction. Successfully negotiated and coordinated the amendment to the City’s General Plan to receive a height variance and the FAA due to the proximity to Burbank Airport. Attained LEED-Gold.

eBay, So. Jordan UT 257,000 SF/60 Acre Mission Critical Data Facility; negotiated land acquisition with Master Developer, tax incentives with the local municipality, rail easements with Union Pacific Railroad and new utility corridor for 135 KV power line and managed the land development improvements.

Amazon, Hermiston OR 30-acre pre-acquisition due diligence for the company’s west coast data center.

Crate & Barrel, Tracy CA 2.3M sf Western Region Distribution Center; managed the BOD, entitlements, initiated the budget and financial proforma on behalf of the client and negotiated the land value and build-to-suit lease work letter with Prologis.

Bresnan Communications, Billings MT 45,000 SF/15 Acre Regional Office, Technical Hub, Call Center negotiated land acquisition and additional 5 acres from the adjacent property owner for future expansion and utility easements.

Pepsi Bottling, Tucson AZ 50,000 SF addition to Warehouse & Distribution facility; initiated the budget, managed the design & engineering and building construction.

Carquest, Riverside CA 120,000 sf Westcoast Distribution Facility. Initiated the budget, negotiated with the build-to-suit developer related to site selection, site improvements and building construction cost. Managed the development on behalf of the client as an “owner’s rep”.

Shell Oil Company, Carson CA 20 Acre 110,000 SF Oil Refinery disposition and redevelopment of an environmental impaired site (Brownfield) – Relocation of crude oil lines, power and stormwater to new designated easements outside of the building footprints. The relocation of all utilities was done while maintaining temporary services to ensure that an adjacent refinery was in operation 24/7.

P&O Shipping, Los Angeles, CA (L.A. Port Area) 140,000 SF Cold Storage Facility (tilt-up); Initiated the budget, managed the design & engineering and building construction.

Cummins Rocky Mountain, Vernal UT 95,000 SF addition to an existing facility on an acquired adjacent “Greenfield” Managed the “off-site” improvements and construction of the warehouse expansion.

Holmes Products, Milford MA 110,000 SF/30 Acres Office Headquarters, Warehouse and Distribution Center; managed the site development and building construction on raw land that had difficult granite rock topography requiring substantial “blasting” and a wetlands relocation to an adjacent site that was negotiated with MA EPA and included during the initial transaction. Represented the client during the site plan public approval process and the “will serve” requests for utility services.

Welbilt Commercial Kitchen Manufacturing, Tampa FL 75,000 SF Office ▪ R&D Facility – site selection, transaction management and project management for a U.K. based client. The site development included wetlands mitigation and off-site improvements for new roads to access the site within an industrial master planned park.

Comcast Cable, Nationwide 3,000 SF-35,000 SF Regional Offices ▪ Call Centers ▪ Digital Technical Hubs (12) projects – Site selection and transaction management in various areas of the U.S. Also, negotiated with the municipalities for utility service and site plan approval and managed the design and construction for each facility. Hewson Development, Carson CA 20 Acre 430,000 SF industrial in-fill development – Procured entitlements, negotiated with the Los Angeles County Public Works Dept. to receive a “will serve” approval for access to the storm water system that was at capacity; the agreement was for storm water collection in the“Truck court” area during heavy storms prior to slow release to the public system. Negotiated and received approval from the Water Quality Control Board getting a “No Further Action Letter” to develop on a prior environmentally contaminated site.

Master Plans

Sage Community Group, Reno and Las Vegas NV land acquisitions & development of three (3) parcels in the state of Nevada (1200 acres in Reno/Sparks, 120 acres in Logandale and 210 acres in Las Vegas); Managed the due diligence, conducted outreach events with the community, Negotiated with the County Supervisor of the District to navigated needed approvals, successfully received approval for a Non-Conforming Zone Changes (“NZC”) for high density development with an abundance of open space and alternative ingress/egress vehicle access to mitigate high traffic impacts to the area. Worked with the Civil Engineers to assess the proposed construction disturbance area of the Waters of the U.S. regarding the Army Corp of Engineers 404 permit process.

Whittaker-Bermite Property, Santa Clarita CA (Brownfield, prior ammunitions facilities) Due diligence for entitlement of 1,244 single family RUs and 1,667 multi-family Rus. Coordinated with the lead agency, CA DTSC (Department of Toxic Substance Control) to perform the site clean-up of UXO (unexploded ordnance), potential testing ordnance by the previous manufacturer, the RP. Also, worked with environmental consultants to design an expeditious pump & treat system for chemical seepage of perchlorate to an adjacent aquifer that had become contaminated.

NASA/ Boeing, Downey CA 300 Acre redevelopment of a prior aerospace facility with contaminated soils and water table to a mixed-use site that included a hospital, lifestyle retail center and entertainment production studios. Managed the environmental testing and negotiated with the CA DTSC to receive a “No Further Action” letter allowing the proposed land use.
